    <p>The records of the department of defence indicate that there were pending bills amounting to K Euro 26,392,581d1715 which were not paid during the year but were instead carried forward to the year 200/2001. Out of this amount, K Euros25,634,1050435 was chargeable vote R08 and the balance of K Euro758,4761280 to vote D08. Had the bills been paid and charged to the Department&#39;s Appropriation Accounts for 1999/2000. The recurrent appropriation account for vote R08 would have reflecteld an excess Vote of K Euro16,649,7450095 instead of a net surplus of K Euro8,984,3600340 now shown while the Developement Appropriation Account for vote D08 Would have reflected a net surplus of K Euro 1,870,3490530. instead of K Euro 2, 628,8251810 now recorded.</p>
