"The minister of state presented memorandum CAB (01) 62 which sought approval for specified financing arrangements for priority security projects for the police force. " Cabinet was informed that an inter-ministerial committee on security had ranked security needs in the country and given high priority to three key projects namely, Police Housing,transport and Forensic Laboratory. Fifteen stalled housing projects had been earmarked for urgent completion while new ones would be developed in different parts of the country, beginning with the urban areas. Suitable Vehicles would be procured to ease mobility of the security personnel. These measures would substantially improve the efficiency and effectiveness of the security arm of the state. Cabinet members noted the contents of the memorandum and unanimously approved:- (i) Use of Lease Financing as the appropriate mode of funding for the high priority security projects of housing, transport and forensic laboratory and: (ii) Use of suppliers credits for essential security equipment and supplies. The Minister of State responsible for Provincial Administration and Internal Security and Minister for Finance to take the necessary action."
