The parliamentary report on the Artur brothers points to senior politicians, top civil servants and businessmen for censure.

Among those named are Internal Security minister John Michuki, the head of Civil Service and secretary to the Cabinet, Mr Francis Muthaura, special adviser to the President Stanley Murage and the principal immigration officer Joseph Ndathi.

Others named include Othaya political activist Mary Wambui, her daughter Winnie Wangui and her two assistants Alois Otieno Omita and Julius Maina Mwangi.

Also named for censure are businessmen Kamlesh Pattni of the Goldenberg infamy and Raju Sanghani, a real estate mogul.

The team censures Immigration and Registration of Persons ministry for failing to keep custody of important documents such as entry declarations.

It notes that this helped dangerous persons, whose particulars were unknown, to enter the country. “This was utter negligence of duty on the part of the ministry and its staff at JKIA,” adds the report.

It recommends that the officers who were manning the entry point at the time should be identified and severe disciplinary action taken against them for negligence of duty.

John Michuki

The report accuses the minister of supporting and condoning illegal activities of the Arturs. It recommends his prosecution and ban from holding public office.

Stanley Murage

He condoned the illegal activities of the two brothers. He should be prosecuted for the Standard Newspapers raid; banned from holding public office; investigated for his role in the illegal activities of the two brothers; further investigated together with the principal immigration officer for their involvement with the two brothers; state his connection to the two brothers.

Francis Muthaura

As the chairman of the National Security Advisory Council, he failed to act on breach of security by the two brothers. The report recommends that Mr Muthaura be asked to explain the action he took after advice from NSIS on the behaviour of the two brothers.

Joseph Ndathi

As the person responsible for issuance of work permits, the team recommended investigation into the relationship between himself and Mr Murage and the two brothers; and canvassing with other people not identified to issue permits to the foreigners.

Mary Wambui

She should be investigated to establish her connection with the two brothers; on the relationship between her, Ms Wangui, Mr Omita and Mr Mwangi to determine their role in the activities of the two brothers; on her close associates, bodyguards, state security agents and Mr Murage and on their relationship with the two brothers. She should also be investigated over the carjacking of two presidential escort officers whose guns were stolen; and evidence should be taken from her regarding the carjacking.

Winnie Wangui

She is listed as one of the directors of Kensington Holdings Ltd, which was registered by the Artur brothers. She should be asked to state her connection with the two brothers; and investigated to determine her role in their activities.

Kamlesh Pattni and Raju Sanghani

The two should be investigated for their role on the presence of the two brothers in Kenya and on the possibility that the two brothers had a connection with a drug syndicate.
